The usefulness of foreign policy review for reform is discussed, highlighting the Canadian liberal majority government of 1993 & its 1994/95 review; examples of other Canadian government reviews or overviews from 1947-1995 are offered as well. It is argued that these reviews do nothing to actually change policy, as policy is based mainly on trade, trends, & politicians' personal preferences. Further, the fundamentals of foreign policy are argued to be set through international norms. Malone agrees with the opinion of Michael Person; ie, where broad based reviews do little to satisfy their original claims, a more selective review would be more successful. 44 References. R. Whyte
